Frederick Theodore Brown was born the eldest of seven children to Francis and Sarah Brown, both of Kentucky. He was an attorney-at-law, a prosecuting attorney, and a judge. In 1852, he was elected the first prosecuting attorney for the district composed of the counties of Clay, Greene, Sullivan, and Owen. In 1856, he was elected judge of the common pleas court for the district composed of the counties of Clay, Greene, Owen, and Sullivan, retiring from that position at the end of his term in 1864. He then moved to Greencastle and worked as an attorney until 1876.
In 1849, Brown married Elizabeth Ann Alverson. He and his wife had eight children.
