Victor Buchanan Bell was the eldest of eight children born to Brigadier General Hiram Bell, who served Illinois from 1824 to 1860 as clerk and judge. He obtained his law degree from IU. He was a prominent lawyer in Illinois, including Mt. Carmel and Chicago, and for two years a member of the Illinois State Legislature.
Bell trained his younger brother, Robert, as a law partner. Robert would go on to be a well-known judge, financier, poet, and called by Abraham Lincoln “one of my most valued friends.”
